Dispenser only means no filtration kit or system, no installation kit or plumbing hardware. Traditionally this is for someone who already had a direct plumbed unit (point of use) water cooler/dispenser with a filtration system and wants to replace the water dispenser. This way they do not have to purchase all the hardware, water line, water valves, and filtration system, filtration system mounting hardware, etc. if they already have it in place, or want to use there own filtration system of choice. This unit comes ready to hook on to a 1/4" water line, meaning it has a 1/4" polyethylene line coming off the back of the unit, that you hook up to your 1/4" water line. It looks like the listing you are referring to is for an Oasis Onyx Counter-top dispenser with a separate 5 Stage EZ filtration System. Separate meaning that it does not go inside of the dispenser. The frequency of filter changing is dependent on the quality of municipality or well of water being supplied and the amount of usage. Industry standard is 3-6 months on Stage 1 the Sediment, 6-9 months on Stage 2 the Pre-Carbon, 9-12 months on Stage 3, Stage 4 and 5 is estimated a 1-2 years.
