Q: Why does the kit comes with two nuts?

For use on two different routers I presume.

Q: Does it fit for a makita router

I have a Makita RT0701CX7 1-1/4 HP* Compact Router Kit which includes a plunge base. Using a Makita Template Guide Adapter (321492-3), which is an additional purchase, the Powertec Router Template Guide Set fit perfectly.

Q: What is the "shoulder size" of these guides? What is the thread diameter of these guides? Without such info one cannot determine what bases they fit!

By "shoulder size" I guess you mean the diameter if the guide. These are 1 3/16" and fit in most bases (Porter Cable, DeWalt etc). I don't know the thread diameter but it should be irrelevant as the proper nuts to lock the guides into the router base are included.
