is this a larger size than regular minifigures? product dimensions have it at 3.5 in tall... just wondering if it is a novelty size figure

It is not 3.5 inches tall. It is about the same size as a normal LEGO minifig.

Is this sold directly by Lego? What is the packaging like? Does it come fully assembled or in pieces?

HI, the figure originally comes from a LEGO set and is not sold directly by LEGO. Other sellers such as ourselves sell it individually. From us, the item comes unassembled and in sealed in new plastic packaging. - Jennifer
