Q: Is this the right tool to sharpen an axe or hatchet wtih a few chips in the blade?

I doubt this is the right tool for your need. If the hatchet/ax is dull (especially if the blade has chips) I think you will have to remove a considerable amount of metal to remove chips and get the edge ready for this tool. A grinder or coarser steel hand files would be better to get the blade closer to its new condition. You could then use this tool to create an ultra sharp edge. I use the tool (in 300 and 600 grit) to sharpen knives, scissors, and router bits. It works great for these -- mostly because diamonds are able to efficiently remove very hard metals. I noticed that you've asked about the coarse grit version of the tool. That's probably appropriate for sharpening a hatchet/ax, but only after you have already put a pretty good edge on the blade with some other tool.

Q: Extra extra fine side feels smooth like only metal is this normal? How do I know if diamonds are there or if I got a bad batch ?

The extra extra fine is supposed to be 8000 grit, it does feel smooth but you should feel a little resistance on a metal blade. It is just a finishing stone not a sharpening stone.
