do these fit threaded curl bars?

I don't know what threaded curl bars are, but if it helps, the collar openings are 1.25" open and 1.125" closed and fit the standard bars we use for Les Mills Body Pump.

what diameter light has to do thick bar serve?

I have the Troy Lite barbell which has a 1" diameter bar and the 1" Lock-Jaw Collar works perfectly. I think, as mentioned here, Olympic bars have a thicker diameter bar.

I have 28mm (not 1 inch) smooth bars. Will these fit?

On a 1 1/16" bar they are a tight fit. Since a 28 mm bar is equivalent to about 1 7/64" I doubt that they would fit.
