Does this have 3M tape?

I am not certain if the tape is 3M but I know that the tape is very sturdy, I have had the deer whistles on my car for a long time and they have not fallen off. Yes, the whistles do work, my husband and daughter have them on their cars as well.

How fast to you have to be driving for the whistle to be effective?

Actually they work, even going about 10 to 15 mph. Witnessed two deer scattering out of the way up my friends driveway just the other day!

Do that come individually packaged?

I can't remember. I think they were packaged in pairs, but it has been a few years ago when I purchased for gifts.
