How much weight can this product withstand?

I would guess no more then 20 pounds. I can pull apart the rings fairly easily....

I've never tried and know nothing about welding, but I would say welding them would be a good idea as they are fairly thin and spread apart at the cut if there is too much weight or pressure applied.

Does o. ring mean open ring?

They're not "open", but do have a cut so they can be bent open & closed again. O rings in mechanical terms can have a cut in them or not.
